Born in Kandi, Zinatou Saka Osséni Alazi is a weaver by trade. A municipal councillor for the Forces cauris pour un Bénin émergent (FCBE), she first served as first deputy to mayor Abibou Orou Gani Bachabi.
Mayor of Kandi
On 28 May 2020, after the municipal elections, the council elected her mayor by 21 votes to 8. She thus became the first woman to lead Kandi, the capital of the Alibori department. Committed to a greater role for women in local governance, she was returned in 2026 for the fifth term of decentralisation.

Kandi lies in the Alibori department, of which it is the capital. The municipality covers about 3,421 km² and had 179,290 inhabitants at the 2013 general census (RGPH-4), compared with 95,206 in 2002. That is growth of 88% and a density of about 52 inhabitants per km².
