Education and career
Born on 13 April 1976 in Cotonou, Christian Mawugnon Houétchénou holds a master's degree in economics and a postgraduate diploma (DESS) from the University of Abomey-Calavi.
Before entering politics, he held several posts in public finance and cooperation: technical adviser with German cooperation (GIZ), head of decentralised financial cooperation at the Directorate-General for the Budget, then head of the local government division at the Ministry of Economy and Finance.
Mayor of Ouidah
Municipal coordinator of the Progressive Union in Ouidah, he was elected mayor of the historic city on 30 May 2020, with 28 votes out of 29. On 14 February 2026, the municipal council returned him for the 2026-2033 term, with Sabine Fourn as first deputy and Oswald Tchakpè as second deputy.

A major site of remembrance of the slave trade, Ouidah is known for the Slave Route and the Door of No Return. Every January, the town also hosts the Vodun Days celebrations.
Ouidah lies in the Atlantique department. The municipality covers about 364 km² and had 162,034 inhabitants at the 2013 general census (RGPH-4), compared with 76,555 in 2002. That is growth of 112% and a density of about 445 inhabitants per km².
